Modern civil defence infrastructure requires solutions that combine standardized engineering, proven construction methods, and local manufacturing capabilities. ATMAS Group offers a complete technology transfer concept that enables partners to manufacture Finnish-designed S1 and S2 civil defence shelters locally under an officially licensed design and certification framework while receiving technical support throughout the entire project lifecycle—from engineering to construction.

The complete solution is available at:

Finnish Civil Defence Shelter System

Finland has one of the world's most developed civil defence shelter programs.

According to the information published by ATMAS Group:

  • Finland has been constructing civil defence shelters since 1954.

  • The Finnish Ministry of the Interior is responsible for legislation governing civil defence shelters.

  • Rescue services are responsible for implementing civil defence during emergency situations.

  • In 2023, Finland had approximately 55,500 civil defence shelters serving a population of 4.8 million people.

  • Approximately 560–700 new shelters are constructed every year.

  • Construction costs are paid by building owners, while shelters remain available for normal building use during peacetime.

These long-established regulations have resulted in one of the highest shelter capacities in Europe.

Local Manufacturing Under Finnish Design

ATMAS Group provides partners with the opportunity to manufacture Finnish-type shelters locally using licensed engineering documentation and technical support.

The project includes support from the initial design phase through manufacturing and final construction, allowing organizations to establish domestic production while following the original Finnish shelter concept.

According to ATMAS Group, the support includes:

  • Licensed shelter design

  • Guidance for establishing localized production

  • Supply of required shelter equipment

  • Engineering consultation

  • Project support throughout implementation

Finnish Shelter Categories

The Finnish shelter system described by ATMAS Group includes three principal shelter categories:

S1 Shelters

  • Area from 20 m² to 135 m²

S2 Shelters

  • Area up to 900 m²

Rock Shelters

  • Area up to 4,500 m²

Each shelter category is designed for different occupancy levels and protection requirements.

Construction Requirements

The Finnish civil defence system establishes shelter obligations for new buildings.

According to ATMAS Group:

Residential Buildings

Civil defence shelters are required for residential buildings exceeding 1,200 m² gross floor area.

The shelter obligation equals:

  • 2% of the building's gross floor area.

Industrial Buildings

Industrial, production, storage and assembly buildings exceeding 1,500 m² gross floor area require shelters equal to:

  • 1% of the building's gross floor area.

In addition, shelter planning is based on a minimum allocation of:

  • 0.75 m² per protected person.

Design-to-Construction Support

The localization program offered by ATMAS Group covers the complete project lifecycle.

Support includes:

  • Engineering

  • Shelter design

  • Manufacturing guidance

  • Construction support

  • Equipment integration

  • Technical consultation

This approach enables regional manufacturing while maintaining the original Finnish shelter design principles.

Applications

Finnish-type S1 and S2 shelters are suitable for projects requiring standardized civil defence infrastructure, including:

  • Residential developments

  • Industrial facilities

  • Municipal infrastructure

  • Commercial buildings

  • Public institutions

  • Government facilities

  • Critical infrastructure projects

Advantages of Local Manufacturing

According to ATMAS Group, localized production offers several practical benefits:

  • Licensed Finnish shelter design

  • Local manufacturing capability

  • Engineering support

  • Reduced transportation requirements

  • Complete project assistance from design to construction

  • Supply of specialized shelter equipment
