Latvia | November 2026

Atmas Group Oy, a Finland-based international supplier of civil defence shelter equipment and protective technologies, is pleased to announce a strategic cooperation with TILTS, one of Latvia’s leading manufacturers of prefabricated concrete structures.

TILTS has developed a new range of prefabricated modular concrete shelters integrating various protective technologies and specialized shelter equipment supplied by Atmas Group. These solutions combine TILTS’ expertise in industrial concrete manufacturing with Atmas Group’s experience in civil defence shelter systems, including blast-resistant doors, CBRN filtration, ventilation, and protective valves.

The strategic cooperation will enable both companies to offer complete, integrated civil defence shelter solutions to their customers, combining prefabricated protective structures with essential shelter equipment and technical systems.

In addition, TILTS will offer a wide range of Atmas Group’s shelter equipment and protective technologies in Latvia, while Atmas Group will introduce TILTS’ prefabricated modular shelters to its international network of customers and partners.

Expanding the Availability of Shelter Equipment in Latvia

An important part of the cooperation is to provide Latvian customers with access to specialized shelter equipment for new construction projects and the modernization of existing civil defence shelters.

Through TILTS, customers in Latvia will have access to a broad range of Atmas Group’s protective technologies for shelters, including:

  • Shelter Blast Doors and Hatches – blast-resistant doors, protective hatches, and emergency exits designed for civil defence shelters and other protected facilities.

  • CBRN Filtration and Ventilation Systems – air filtration and ventilation solutions designed to protect shelter occupants against chemical, biological, radiological, and nuclear hazards.

  • Blast and Overpressure Valves – protective valves designed to safeguard ventilation systems against blast pressure and support controlled internal overpressure.

  • Additional Shelter Equipment – a wide range of technical components, emergency equipment, and accessories required for functional civil defence shelters.

These solutions can be integrated into different types of protective facilities, including conventional reinforced concrete shelters, prefabricated structures, and existing shelters undergoing renovation.

In addition to equipment supply, Atmas Group provides technical consultation, engineering support, and assistance with equipment selection and integration based on project-specific requirements and applicable standards.

Joint Presentation to Latvian Authorities

As part of the launch of the cooperation, representatives of Atmas Group and TILTS jointly presented their solutions to Latvian authorities.

During the presentation, the companies introduced Atmas Group’s range of shelter equipment and protective technologies, alongside the new prefabricated modular concrete shelters developed by TILTS and equipped with Atmas systems.

The presentation demonstrated how locally manufactured concrete structures can be combined with specialized protective equipment to create integrated and functional civil defence shelters.

It also provided an opportunity to discuss practical approaches to shelter construction, equipment integration, and the development of civil defence infrastructure in Latvia.

Prefabricated Modular Shelter Solutions

Alongside the supply of specialized shelter equipment, the cooperation includes the offering of prefabricated modular concrete shelter solutions developed and manufactured by TILTS.

By combining TILTS’ industrial manufacturing capabilities with Atmas Group’s protective technologies, the companies can offer shelter solutions integrating structural protection, blast-resistant access systems, CBRN filtration, ventilation, and other essential shelter equipment.

Prefabricated construction offers several potential advantages, including controlled factory production, standardized designs, consistent manufacturing quality, and reduced on-site construction time.

Through its established international network, Atmas Group will also offer TILTS’ prefabricated modular concrete shelter solutions to customers outside Latvia.

Supporting Civil Defence Infrastructure in Latvia and Beyond

The strategic cooperation between Atmas Group and TILTS represents an important step in expanding the availability of civil defence shelter equipment and integrated protective solutions in Latvia and international markets.

Combining local manufacturing capabilities with specialized protective technologies enables both companies to support a wide range of projects, from individual shelter equipment deliveries to complete prefabricated modular shelter solutions.

The partnership also creates opportunities for further cooperation in shelter design, construction, modernization, and equipment integration.

Atmas Group looks forward to developing its cooperation with TILTS and supporting customers in Latvia and internationally with reliable protective technologies, specialized shelter equipment, and complete civil defence shelter solutions.
